Green Cincinnati Plan Overview

The Green Cincinnati Plan (GCP) is the City's sustainability plan and community vision that aims to address climate change, improve the environmental resilience of the city and its neighborhoods, and equitably mitigate and repair the impacts of climate change now and in the future. The 2018 Green Cincinnati Plan plan has already been set into motion under revision, updates, and rewriting. The finalized version of this plan will be approved officially in spring of 2023. Check out the Green Cincinnati Plan website here.

GCP Focus Areas & Pillars

Focus Areas

One main component of the updated 2023 GCP includes 8 specific Focus Areas. The Focus Areas each provide approaches toward the various aspects of our lives which are impacted by climate change, and provide guidance as to how we can best help every Cincinnatian to endure the pressing impacts of climate change we currently face—ones which will only become increasingly apparent as we move into the future.

The 8 Focus Areas in the 2023 GCP include:

  • Advocacy, Education, & Outreach
  • Buildings & Energy
  • Food
  • Mobility
  • Natural Environment
  • Resilience
  • Zero Waste
  • City Operations*

*Although there are 8 Focus Areas total, City Operations is not open to recommendations. All other Focus Areas are open to comments and recommendations.*

GCP Pillars: Sustainability, Resilience, Equity

A primary aspect of the updated 2023 GCP is the trio of pillars which dictate the framework of the entirety of Cincinnati's plan to navigate climate change in the city. For the 2023 GCP, sustainability, resilience, and equity are the central guiding pillars of the GCP mission - these pillars provide thematic approaches that apply to every Focus Area and shape the goals, strategies, and actions established in each of the 8 Focus Areas, which will be explained throughout the finalized plan. For the 2023 GCP, sustainability, resilience, and equity are the central guiding pillars of the GCP mission and integrated throughout the goals, strategies, and actions established in each GCP Focus Area.

GCP Process & Contributors

Key contributors to the 2023 GCP include the following:

  • City of Cincinnati’s Office of Environment and Sustainability (OES)—the office where the 2023 Green Cincinnati Plan itself is being strategically developed and written into reality. OES is responsible for leading community engagement alongside community partners, developing policies, and producing the 2023 Green Cincinnati Plan to be approved by City Council and the Mayor.
  • Steering Committeeled by Cincinnati City Council and Chairwoman Meeka Owens, this committee is made up of partners from across the city in government, corporate, academic, non-profit, faith, and community organizations settings to help guide climate change policy. These committee members are appointed by the Mayor to work together to help navigate climate change guidance and policy formation informed by community input.
  •  Equity Committee & Youth Environmental Committee – both of these Committees focus on centering specific aspects within the vision of the 2023 GCP. Focused on the pillar of equity, the Equity Committee is charged with defining equity and leading the overall strategy of how to implement equity into the GCP. The Youth Environmental Committee focuses on youth involvement in the GCP.
  • Focus Area Subcommittees – each one of the 8 Focus Areas included in the 2023 GCP are guided by a Focus Area Subcommittee Trio – Subcommittee Chair, OES Staff Support, an Equity Liaison – and community members like yourself. With their varied expertise, this trio of people cooperatively leads community meetings within their respective Focus Areas overarching topic to prioritize and finalize recommendations. These meetings took place throughout August to October 2022.
  • Community Members - Finally, you! A large pool of contributions in this plan have come from and will continue to stem from community members like you and fellow neighbors. Through a series of Focus Area Subcommittee Meetings, general community meetings, and community surveys, your recommendations have been reviewed by OES and are now being taken back into the public to prioritize into strategies and actions for consideration into the 2023 GCP.
